Building a business with little money is possible — but the healthy way isn't hiding the costs; it's keeping the rent, big-stock and permanent-staff obligations minimal before the first payment arrives.
"I have no money, so I'll sell a service" isn't a complete answer either. If the service's buyer, delivery limits and price aren't clear, the money not spent on equipment goes to lost time instead. A low investment is no excuse for a weak plan.

What does "a business with little money" actually mean?
In a low-investment model, the core advantage isn't a cheap logo and a free social media account. It's that returning from a wrong assumption is cheap. If no customers appear, no big stock, long lease or monthly payroll burden remains.
The State Statistics Committee's report for the first quarter of 2025 shows that as of 1 April, 91.4 percent of commercial organisations were micro-entrepreneurship subjects. Their largest share is in trade and vehicle repair. That doesn't show micro business is automatically cheap or profitable; it only shows the small size is widespread in the market.

How is the starting budget calculated?
"I have a phone" is not a budget. The phone's alternative uses, internet, transport, the hours given to sales and revisions are costs too. Write your own numbers with this formula:
Starting need = one-off purchases + the first month's fixed costs + the first orders' variable costs + a refund reserve − payments received in advance.

A hypothetical example: if a service is priced at 180 AZN, the per-order cost is 50 AZN and monthly fixed costs are 260 AZN, 130 AZN remains per sale toward the costs and the simple break-even threshold is two sales. How is a 14-day demand trial built?
- Days 1–2: write one audience, one problem and the excluded work.
- Days 3–5: verify the problem with at least five fitting people — the last event, the current solution and its cost.
- Day 6: prepare an offer with a result, timeframe, price, revision count and stop condition.
- Days 7–10: present the offer to 15–20 fitting people in a personalised, permission-based way.
- Days 11–14: record the payments, objections, meetings, delivery time and real costs.
Likes and "good idea" comments aren't demand proof. Payments, deposits and actual usage are stronger signals. Plan the access to the first buyer with the 9 channels for finding customers — but don't test them all on the same day.

What do registration and state support change?
A low budget doesn't mean unregistered, obligation-free activity. Per the State Tax Service's tax guide, a natural person's tax registration is free; electronic registration can happen in real time, and a paper application within one day after the documents arrive. The support of up to 20 thousand AZN for domestic market research isn't starting money the entrepreneur spends freely; it's a mechanism tied to a fitting study's cost and application terms.
The self-employment programme isn't a free equipment package for everyone either. The Ministry's current programme page limits application rights to the unemployed and, under certain conditions, job-seekers without other employment; the activity is monitored during the contract period and the assets pass into ownership when the activity matches the business plan.
Selling products through social media doesn't remove the legal disclosures either. Article 14 of the Law "On Advertising" on distance-selling advertising requires showing the seller's identity, TIN and contact details; in a discount ad, the earlier and later prices must be stated too. Additional consumer, food, data and licence requirements can arise per product and activity.
When should you grow, change and stop?
- Grow: at least several payments on the same problem, a healthy margin and repeatable delivery are visible.
- Change: conversations exist, but the offer's result, price or audience draws objections.
- Stop: you can't reach fitting people, a critical permit is missing, every sale deepens the loss, or the risk isn't managed.
Because you've spent little, you're not obliged to carry a weak idea for long. One way of protecting the budget is stopping in time. Match the signals against the reasons businesses fail.
Frequently asked questions about starting a business with little money
Can a business be built with 100 AZN?
Testing a narrow service with an existing phone, computer and skill may be possible, but 100 AZN is not the whole business cost. Calculate sales time, registration, transport, software, taxes and an error reserve separately. Tie the amount not to the business but to the first paid hypothesis trial, and keep the result in writing.
Which business can be started from home?
Writing, design, catalogue management, online lessons and some made-to-order products can start from home. But the address, neighbours, sanitation, food, safety, tax and data requirements vary by activity. The word "from home" doesn't automatically cancel permits and responsibility, and must be checked separately in advance.
Can you sell without buying stock?
Pre-orders, commissions, made-to-order production and some brokering models can reduce the stock need. In exchange, the supplier, delivery, refund, advertising and contract risks rise. Don't present products you don't hold as in stock; write the timeline and the responsible party in advance and tell the buyer.
Is taking a loan to start a business right?
A loan doesn't prove demand — it only pulls the money forward. Calculate the monthly payment together with the weak sales scenario, personal living costs and delayed income. If the first customer, the margin and the delivery aren't proven, a big debt can raise the cost, pressure and personal risk of a wrong assumption considerably.
Should the first earnings go back into the business?
Automatically spending it all is not a healthy rule. After setting aside taxes, refunds, the next order and payment for your own labour, put money only into the proven bottleneck. More ads, stock and tools are justified only when they remove a sales or delivery constraint through a specific test.
