Meta (Facebook) ads: the campaign structure, audience strategy, creative choice and optimisation. A practical approach that doesn't waste the budget.

A Facebook ad campaign is built on three levels in Meta Ads Manager: the campaign governs the business objective, the ad set the audience and delivery, and the ad the creative material people see.
More campaigns and ad sets don't always mean more control. When similar audiences compete separately for the same outcome, the budget fragments, each part collects less data and deciding gets harder. A good structure's purpose isn't making the account look full — it's making the result's cause visible.
What are a campaign, an ad set and an ad in Facebook advertising?
In Meta Ads Manager's official structure, a campaign can hold one or several ad sets, and each ad set one or several ads. Separate the levels like this:

For example, if the goal is fitting inquiries, one campaign can hold two ad sets for the cold audience and the previously engaged one. In each ad set, two different presentations of the same offer get tested. Grouping a sales campaign and an awareness campaign as one result in the same report, though, isn't right.
A naming rule also speeds up decisions. Write the objective and market in the campaign, the audience and conversion location in the ad set, the format and creative idea in the ad. "Campaign 7 copy final" explains nothing three months later. Keep dates and version notes in a separate change log.
How are the campaign objective and conversion location chosen?
Meta's ad system tries to find people inclined toward the action tied to your chosen objective. The current objectives are presented in the awareness, traffic, engagement, leads, app promotion and sales groups. Choose the objective by the action you expect in the business, not by the metric that looks cheap in the account.

The winner of the Meta ad auction isn't determined by the highest bid alone; inputs like the objective, audience, budget, schedule and creative affect results and fit. That's why forcing weak material with a higher budget is not a healthy campaign structure.
How are audiences and ad sets divided in Facebook advertising?
Reducing an ad set to an interest list is a mistake. It's a delivery hypothesis: which group of people, which geography, which conversion location and which schedule get tested together? A different offer, country, language, sales stage or legal restriction can be a real reason for a separate ad set. Same-goal, near-identical audiences can create needless fragmentation.
Meta's ad set structure guide says similar ad sets running at the same time can each get fewer learning opportunities and results, while consolidation can help gather data faster. That doesn't mean blindly merging every audience. Keep the distinct business hypothesis; delete the artificial difference.
For a practical start, separating three groups is enough:
- New audience: fitting people with no recorded prior contact with the brand;
- Interested audience: people who viewed the site, reacted to a video or engaged with the profile;
- Customer and exclusion group: existing customers, employees, unfit regions and other groups that distort the campaign result.
Advantage+ audience can reach people with a likelihood of results beyond the given signals; some criteria like location, minimum age, language and custom audience exclusions can be kept as hard controls. Count the automation as neither total freedom nor a "precise targeting" guarantee.
Campaign budgets, ad set budgets and placements
The budget can be managed at campaign or ad set level. Advantage+ campaign budget distributes one shared budget across the campaign's ad sets by opportunity. That choice suits efficiency, but it doesn't separately ensure every audience gets a minimum spend; where needed, consider minimum and maximum caps per ad set.
An ad set budget allocates spend to each hypothesis separately and can be useful for early comparison. In exchange, money can sit in a weak ad set without moving automatically to the strong one. The choice simplifies: if the budget flowing to the best opportunity matters most, campaign level; if every test receiving a predetermined share matters most, ad set level.
Meta's budget guide separates daily and lifetime campaign budgets and stresses the system needs enough time and budget to learn. Creating far too many ad sets and giving each a tiny amount can be tidy structurally and weak informationally.
Advantage+ placements hunt for delivery opportunities across Facebook, Instagram, Messenger and other fitting surfaces. Picking placements manually can be needed for brand, legal and format reasons. The habit "we only want Instagram" is not a results reason; compare the cost and quality per surface.
How is the creative built at ad level?
A beautiful video is not yet a creative decision. The material must recognise the audience's problem, clarify the offer, show proof and state the next step. A square visual made for Facebook Feed can have its text cropped in Stories; in muted viewing, key meaning can vanish. Preview every main placement.
In one ad set, test two or three genuinely different creative directions of the same offer:
- Problem demonstration: show the person's current state and the mistake's consequence.
- Process and proof: open up how the work is done, the comparison and the logic of real results.
- Offer and objection: answer the price, timeline, fit and the main hesitation directly.
Advantage+ creative offers automatic features like size adaptation, text and creative variations. Check every variation in the preview. If AI-generated text changes a fact, inflates the brand promise or mechanises the Azerbaijani language, turning the automation off is a normal decision.
An organic post and an ad may appear on the same surface, but they're not the same system. Don't present Instagram's ranking systems and the ad auction as one formula. Connect the ad creative with the general content plan, but keep a separate goal for each.
Meta Pixel, the Conversions API and measurement
If the sale happens on your site, build the event map before launching the campaign. Installing the Meta Pixel consists of the base code and events measuring site actions like purchase and lead. The official documentation recommends verifying the Pixel and events work, and considering the Conversions API alongside where fitting.
The Conversions API can help create a direct connection with site, CRM, app, store and messaging events. Don't present the Pixel as "measuring precisely" and CAPI as "fixing everything." Duplicate events, wrong values, consent and privacy issues still need separate checks.

Match the Ads Manager report against the CRM and actual revenue. Saying "the ads don't work" without separating the transition from click to page open, from there to inquiry and to sale, is not a diagnosis. That flow can be connected with marketing automation architecture and revenue conversion systems.
How are learning and testing managed after launch?
Per Meta's delivery status, in the learning phase the system explores the ad's best delivery path; results can be unstable and CPA usually weaker. A significant edit can send the ad back to the preparing phase. That's why nervous daily editing is not testing.
Manage the first 30 days like this:
- Days 1–3: check the events, links, formats, ad statuses and the sales response;
- Days 4–10: look at the pre-written cost and quality thresholds; if there's no technical error, let the data accumulate;
- Days 11–20: compare a creative or audience test on one key variable;
- Days 21–30: write the keep, merge, change and stop decisions into the log with their reasons.
In the test result, record not only the winning ad but the working conditions: with which audience, placement, dates, offer and sales process did the result appear? Copying an old ad without that context is not learning.
How is the ad account managed: rules, law and AI
Who can create campaigns, change budgets, see the payment method and export reports? Write the roles before starting, enable two-factor access, close a departing person's permissions. The change log should show the date, the person, the reason and the expected effect.
The Meta Advertising Standards and special-category requirements must be checked before the creative. The Republic of Azerbaijan's Law "On Advertising" prohibits unfair, inaccurate and hidden advertising; it sets separate requirements for prices, distance selling, children and special products. AI can prepare campaign names, report summaries and creative variations. The final decision must stay with a human. Google's generative AI content guide demands accuracy, quality, fit and user value. Multiplying ad copy across the site without editing creates neither proof nor SEO value.

How many ad sets should one campaign have?
There's no fixed number. Each ad set should test a distinct business hypothesis: a different sales stage, region, offer or control requirement. Splitting similar same-goal audiences needlessly can fragment the learning. Write in advance whether each difference changes the decision, compare the results and keep the structure simple.
Should a campaign budget or an ad set budget be chosen?
If the budget flowing automatically to the better opportunity matters, the campaign budget can fit. If every test receiving a predetermined spend matters, the ad set budget gives more control. Never choose by interface habit — choose by the hypothesis you want to learn and the spending limit.
Is the Pixel mandatory in Facebook advertising?
If you measure actions and sales on the site, the Pixel is one of the core measurement tools. In purely on-platform form and messaging campaigns, other event sources can be used. Always verify the event matching your goal before launch; installing the Pixel by itself guarantees neither correct attribution nor a good campaign.
Can an ad be edited during the learning phase?
If there's a technical error, a wrong URL or legal risk, don't wait. Making big daily changes over normal result fluctuation, though, can break the learning and restart the preparing phase. Before a change, write the reason, the expected effect and whether the data suffices for a decision — with facts only.
Are separate campaigns needed for Facebook and Instagram?
Not always. With the same objective, offer and measurement, Advantage+ placements can hunt opportunities on both platforms. Splitting makes sense with a separate budget, legal restrictions, language, creative or a distinct per-platform results hypothesis. Divide the campaign for a measured reason, not by habit.
