How do you run Instagram ads? The Meta Ads Manager structure, audience selection, budget planning and results measurement, step by step with examples.

To run Instagram ads, first choose the business outcome, then build the objective, audience, budget, placements, creative and measurement in Meta Ads Manager to fit that outcome.
Pressing the "Boost" button is not an ad strategy. That path can show a working post to more people, but it doesn't stop you spending money on the wrong offer, a weak page and an unmeasured sales path. Advertising's job is accelerating an existing system. If the system is messy, the spend gets messy faster.
What must be ready before Instagram ads?
Before opening the ad account, write a one-sentence offer: for whom, which problem, with which result do you solve it? Then choose the step after the ad. Will the person go to the site, fill a form, write in Instagram Direct, call, or buy a product? Without that answer, the campaign objective can't be chosen correctly either.
The minimum preparation list:
- a clear offer for the advertised product or service;
- a fitting page or message script explaining the price, terms and main objections;
- who replies to inquiries, and how fast;
- the measured primary outcome and the accepted maximum cost;
- a professional Instagram account, an ad account and a payment method;
- at least two different creatives with their links verified.
Instagram's ads management help documentation requires converting a personal or private account to a professional one to create ads, and the person being over 18. Fix the account status, access permissions and payment method in advance — not on campaign day.
Instagram Promote, or Meta Ads Manager?
Per Meta's Instagram ads guide, ads can be built by boosting a post inside the Instagram app or through Ads Manager. The choice is between convenience and control.

How is an Instagram ad built in Meta Ads Manager?
In Ads Manager's current structure, an ad has three levels: the objective at the campaign level; the audience, placements, budget and schedule at the ad set level; and the format, media, text and link at the ad level. Don't mix them up.
- Write the outcome: choose one primary result from awareness, site visits, messages, leads or sales.
- Create the campaign: choose Create in Ads Manager, the fitting objective and, if required, the Special Ad Category.
- Choose the outcome location: define where the campaign concludes — the site, a form, an app, a call or messages.
- Build the audience: create a starting audience fitting the real service area, language and customer logic.
- Write the budget and schedule: choose a daily or lifetime budget, the start and, if needed, the end date.
- Choose the placements: start from automatic placements and restrict only for a measured reason.
- Prepare the ad: check the Instagram account, the media file, the text, the call to action, the URL and tracking parameters.
- Preview: open the Feed, Stories and Reels views separately for cropping, captions, sound and the link.
- Publish and record: keep the start date, the version and the changes in the report.
This three-level structure keeps a campaign readable. When one ad performs weakly, if you change the objective, the audience and the video at once, you won't know which decision created the result.
Which objective should be chosen for Instagram ads?
The most common mistake is wanting sales while optimising for clicks. By choosing a Meta ad objective, the advertiser tells the system which action they want; the auction then tries to find people inclined to that action.

Traffic can bring cheap clicks, but it's no substitute for the sales objective. In its Traffic objective explainer, Meta too recommends considering the objective matching the outcome when the target is leads, messages or sales. A cheap result is useful only when it's the correct result.
How is an Instagram ad budget calculated?
There's no magic AZN number working for everyone. The product's margin, the audience's size, the season, the objective, the creative and the outcome cost you accept all differ. Think of the initial trial budget like this: accepted cost per outcome × the number of outcomes needed to decide. That calculation is no guarantee; it's the start tying the budget to a business threshold.
Meta separates daily and lifetime campaign budgets. A daily budget is an average amount for one day; the platform can spend up to 75 percent more on some days, but the weekly spend must not exceed seven times the daily budget. With a lifetime budget, daily spending can vary while the campaign's total stays within the chosen cap.
For example, if the fitting-inquiry cost you accept for a service is 20 AZN and you want to see 10 fitting inquiries for an initial decision, the theoretical trial threshold is 200 AZN. Don't pass judgment after the first two inquiries. At the same time, spending 200 AZN gives no assurance the outcomes will come.
Boosting a post in Instagram's iPhone and iPad apps can create an extra cost. Instagram's Reels boost documentation notes that from February 2024, an Apple service charge of 30 percent of the total ad payment may apply in the iOS app. Before confirming the payment, compare the final amount and the channel you use.
How are the audience, placements and creative chosen?
Writing "everyone" as the audience isn't breadth, and adding dozens of interests isn't precision. First define the geography you can actually serve, the offer's real buyer and the exclusions. Don't mix cold audiences with site visitors and prior contacts in the same report.
Advantage+ placements can distribute the ad across Instagram Feed, Stories, Reels and Meta's other fitting surfaces toward more efficient opportunities. If the goal is only Instagram visibility, placements can be picked manually — but don't narrow them by habit. Check the results per surface and change with a reason.
The creative must answer three questions fast: who is this for, which problem does it solve and what's the next step? Show the core promise in the first frame, keep the on-screen text readable for muted viewing, back the claim with proof. Prepare two or three variants and change one key difference per test. Ad content can feed from the general content plan, but it doesn't automatically repeat an organic post's result.
Don't edit every hour after launch. Meta's delivery status documentation shows that in the learning phase the system explores delivery, results can be less stable and CPA usually weaker. A significant change can send the ad back to the preparing phase.
How are Instagram ad results measured?
The Ads Manager number is not the final business truth. Match the platform result against site analytics, CRM records, calls and actual sales. Keep a separate metric for each stage:

If you measure forms and purchases on the site, check the Pixel and server-side events. The Conversions API can help connect site, app, store, CRM and messaging events with Meta; for site events Meta recommends considering it together with the Pixel. These tools don't cancel privacy and consent obligations.
Delivery exists, clicks don't: look at the promise and the creative. Clicks exist, the page doesn't open: check speed and the link. Inquiries exist, quality doesn't: fix the audience, the ad copy and the filter in the form.

Meta rules, Azerbaijani law and AI ads
An ad being published doesn't prove it's legally and factually correct. Before launch, check the Meta Advertising Standards and your field's restrictions. Health, finance, employment, housing, political and age-restricted products can carry extra conditions.
The Republic of Azerbaijan's Law "On Advertising" applies to relations around ordering, producing, distributing and consuming advertising in the country; it prohibits unfair, inaccurate and hidden advertising and sets separate requirements for children, distance selling and special product categories. Preparing headlines, images and variants with AI can raise the speed, but the facts, the law, the brand voice and the depicted product must still be checked by a human. Advertising's role is delivering existing value to the right person. If the offer, the page and the reply process don't work, raising the budget doesn't replace diagnostics. Not always. To boost some posts in the Instagram app, the main requirement is a professional Instagram account. In Ads Manager, a Facebook Page can be used depending on the ad identity and permission structure. Connect the accounts correctly in Meta Business tools, then check the visible ad identity before launch.
How many AZN a day should go to Instagram ads?
There's no universal daily amount. Multiply your accepted cost per outcome by the number of outcomes needed to decide, and create a trial threshold. If the audience is tiny, the duration too short and the creative weak, the budget alone won't help. Judge the spend together with the sales margin and the response capacity.
Is boosting or using Ads Manager better?
For a simple visibility trial, Boost is convenient. If you want to manage objectives, audiences, placements, several creatives, site events and sales outcomes, Ads Manager fits better. The "better" choice depends not on the button but on the outcome you want to measure and the control you need. Factor in the campaign's complexity in advance too.
Why do Instagram ads bring views but no sales?
The objective may be optimised for views, the audience unfit for the offer, the page weak or the reply process slow. Measure each transition separately: impressions to clicks, page opens to inquiries, inquiries to sales. Raising the budget before finding the exact break enlarges the same problem.
In how many days can an Instagram ad's result be judged?
There's no fixed day count. The objective, the budget, the outcome frequency and the sales cycle change the decision window. Results can be unstable in the learning phase; don't make big edits daily before enough data arrives. Decide on pre-written cost, quality and stop thresholds.
