Outsourcing Marketing vs Keeping a Team: The Cost Analysis
Marketing costs: the real comparison of outsourcing, an in-house team and the hybrid model. The hidden costs, Azerbaijan's numbers and the decision maths.

The manager calculates: I pay the agency 1,500 AZN a month, a marketer's salary is about the same — let me hire one. Six months later that marketer asks for a designer, an ad account and a shoot budget. The number was never the same; half of it was simply invisible.
The most common mistake in comparing marketing costs is putting the salary against the agency fee head-to-head. The correct comparison has three columns: the full in-house cost, the full outsourcing cost and the result each one brings. Below are the numbers and the logic needed to fill those three columns.

In the outsourcing-vs-in-house comparison, setting the salary directly against the agency retainer gives a wrong result. The employer costs, the management time, the tools, the media and production, the backup resource, the expertise depth and the knowledge ownership must sit in the same table.

The table's main lesson: the state statistics' average wage and the agency package measure different things. The first is one person's labour's price, the second a team's output's. The comparison can only be run in the full cost model.
What does an in-house marketer really cost?
A marketer hired at a "clean" 1,500 AZN salary carries, with the social payments and income tax, a noticeably larger full monthly load for the employer. On top come the tools (the design, planning, analytics subscriptions), the external services for shoots and design, the training and the most expensive invisible item — your management time. In the real count, the "1,500 employee" turns into a 2,200–2,800 AZN monthly cost centre.
One person's skill boundary exists too. Someone writing good content is rarely also a strong media buyer and analyst. The in-house model runs either with one "does everything middlingly" person or a 3–4-person team; the second already means a 5,000+ AZN monthly budget.
The outsourcing's full cost
The agency retainer (450–1,850 for SMM, higher for complex service) is the visible part. What comes on top: the ad budget (it goes to the platforms, not the agency), the VAT (18% when working with a legal entity), the shoots and special production, and sometimes keeping the tools on your own account. Together with these, the real outsourcing budget for an average small business forms in the 1,000–3,000 AZN monthly range.
The outsourcing's hidden cost sits more in knowledge than money: if the campaign history, the audience learnings and the account structures stay at the agency, the parting costs dearly. The clause that the ad accounts and the data are in your ownership is one sentence in the contract — and a big-priced one.

In practice the most durable model is usually hybrid: the strategy and the execution core with one in-house person, the expertise-heavy parts (media buying, production, SEO) outside. That shrinks both models' hidden cost; the in-house person keeps the agency in check, and the agency covers the in-house person's skill gap.
The decision maths
Three steps suffice. First: write each model's 12-month full cost; in the salary model the taxes, the tools and your own time; in the outsourcing model the VAT, the ads and the production. Second: write the concrete output you expect from each model (how many content units a month, which channels, which report). Third: set a three-month trial point and tie the renewal decision to the result numbers.
A limitation worth admitting: this maths does not fully capture the quality difference. A weak agency and a weak employee both do "the same work" on paper for the same price. Hence the reference check — one phone call with a previous client or employer — gives information worth more than any number in the table.

How much should a small business set aside for marketing?
The widespread orientation is 5–10% of the annual turnover; for a business entering a new market that share can grow. What matters more than the number is stability: 500 AZN of continuous monthly work yields more than 2,000 AZN thrown from campaign to campaign.
The agency is expensive, the freelancer risky; is there a middle?
There is: the small agencies' starter packages, or a mini-team assembled from two or three freelancers. In the second variant the coordination falls on you; that too is a time cost — put it in the budget.
Is the ad budget included in the service fee?
Almost never. The service fee goes to the work's doing, the ad budget to the platforms. Demand the two numbers written separately in the offer; a mixed-up offer makes the comparison impossible.
When can one move to an in-house team?
Two signals: when the outsourcing cost nears the in-house team's full cost, and when the marketing knowledge staying inside the company gains strategic weight. Make the transition staged, not sudden — hire a coordinator first.
