The TikTok ad system will feel familiar to those with Meta experience (the campaign-adset-ad hierarchy), but its creative laws differ. This article runs from setup to tactics; with local market reality and a small-budget focus.
Whose audience is there?
The outdated image: "TikTok is a kids' platform." The current reality: the audience has aged and broadened; the purchase-deciding 20–35 layer is at the platform's core, and local usage is mass-scale too. Strong fit: visual products (clothing, cosmetics, food), impulse purchases, local services' awareness stage, apps. Weakening fit: expensive long-decision B2B; there TikTok gives familiarity, and other channels close the sale.
Setup: entering Ads Manager
- Open a TikTok Ads Manager account (business details + payment); it is separate from the personal account.
- Attach the Pixel: mandatory for site conversions; without it, the system optimises blindly.
- The hierarchy: Campaign (the objective) → Ad Group (audience, budget, placement) → Ad (video + text).
- The objective choice: at the start work not with Traffic but with the Conversions/Lead objective (if there are enough events); Traffic gathers cheap clicks, not results.
The creative laws: the TikTok language
- The first 1–2 seconds: motion, a face, a claim; the hook is the same as the short-video rules, the demand stricter.
- Local language + a real person: "between us" talk works better than a professional announcer voice; the UGC (user-generated-type content) aesthetic is the platform's currency.
- The sound-on assumption: TikTok is an audio platform; music/speech is part of the creative (use the commercial music library).
- Vertical, full-screen, subtitled; outside formats immediately look "foreign."
- Creative life is short: the same video "tires" within 1–2 weeks; a weekly stream of new variants must be part of the plan. That is TikTok's real "price": low media cost, high creative demand.
Targeting and budget tactics
In targeting, TikTok's algorithmic power is in breadth: the algorithm is good at finding the right person itself; hence the workable start is near-broad targeting + a strong creative signal (the video itself selects the audience). Narrow interest targeting is a second-stage refinement. The budget side: minimum daily limits exist (at ad group level); for a small test run the model of 1 campaign, 2 ad groups (two audience hypotheses), 2–3 creatives in each. Respect the learning phase: in the first days do not look at results and change everything; the system is gathering events.
Measurement: a critical eye on the platform's numbers
The TikTok dashboard is generous to its own channel (view-through attributions); cross-checking with GA4 and the actual sales numbers is mandatory. The metrics to watch: the hook rate (those passing the first 2 seconds), full watch, CTR, CPA. A pattern often seen in local e-commerce: TikTok creates the familiarity, the sale comes via Instagram DM or search; judge the channel by mixed effect, not "last click."

The format that turns an existing organic post (your own or a permissioned creator's) into an ad; the social proof (likes, comments) stays. If you have an organic video that performs, boosting it with Spark is the most natural ad form.
With how many manats a day can one start?
Considering the platform's ad group minimums + the learning need, a real test budget starts from the 20–50 AZN daily window. With less than that, the "we tried, it didn't work" verdict is statistically groundless.
Influencer collaboration or ads?
They are not rivals: influencer content is the creative source, the ad system the distribution. The strongest combination: UGC video filmed with a creator + Spark Ads distribution.
